Cute little girls! The picture was put in the frame upside down. I can't change it because it is glued on top of the card. You can barely feel that the photo is glued onto the card. I never would have noticed it had it not been for the writing being upside down.
This little person could be a boy or girl, as they used to dress little boys in gowns.
Church gathering it looks like. But they still all could be family, like at a wedding or something.
